In 1987 he established his own legal firm, Woods & Associates (later WOODSADVOCATES), specialising primarily in Civil and Commercial Law, focusing on Marine Disputes, particularly involving cargo claims, Business Partnerships, and Property Law.
Carreer/Appointments/Involvements
- 1984 - present Member of the Chamber of Advocates in Malta, the local Bar Association
- 1984 – 1997 Legal Consultant to Lohombus Bank Ltd
- 1997 to 2000 Chairman of the Malta Maritime Authority where he headed the drafting of amendments to the Merchant Shipping Act (Chapter 234 of the Laws of Malta) and was involved in the modifications imported to the merchant shipping registration screening process in connection with Malta’s European Union Avis
- 1997 - Nominated by the Government as Chairman of the Valletta Cruise Liner Terminal Project as well as a Member of the Steering Committee and subsequently of the Government’s negotiating team for that same project. He was also appointed Member of the Cottonera Waterfront Steering Committee.
- 1998 - 2004 Member of the Board of Governors of the Malta Arbitration Centre
- 2004 - present Accredited Arbitrator with the Malta Arbitration Centre
- 2013 –2019 Chairman of the Malta Communications Authority, overseeing the transformation of the Authority into a modern, efficient regulator/facilitator
- 2018-2019 Member of the Commission for the Protection from Ionising and Non-Ionising Radiation
- 2019 - present Chairman Users’ Committee established by the Development

- Lectured and tutored in Insurance Law at the International Maritime Law Institute (IMO) hosted at the University of Malta.
Thomas has a keen interest in litigation and dispute resolution with his main areas of practice being family law and other aspects of civil and commercial law, in particular, contractual obligations and tort. He has also assisted a number of clients in mediation and arbitration.
Timothy also has a keen interest in the areas of criminal and family law, and has appeared in a large number of cases in both the Court of Appeal and the Constitutional Court as well as other Courts and Tribunals. His expertise in litigation has seen him act in various domestic and transnational tort claims, contract claims, property law matters, actions involving estate division and liquidation, actions concerning civil liberties & human rights, asset recovery cases as well as assisting clients through alternative dispute resolution mechanisms such as arbitration and mediation.
